## STEP 1 — RESOLVE TARGET POLITICIANS
**Goal**: Determine which politicians to analyze in this run.
Rules:
1. If the user explicitly names one or more politicians, analyze only those names.
2. If no specific name is provided, use **recency-first target selection**:
- First, discover the most recently disclosed trades from primary sources.
- Select the top 3 politicians with the most recent evidence-backed disclosures in the active window.
- If recency discovery fails, fall back to the baseline top 3:

3. Set initial analysis window to **last 7 days** from current run date.

- latest available disclosed trade (no fixed lower bound)
5. For default no-name runs, you MUST return at least one evidence-backed trade by using the fallback chain above. If no source yields a trade, return a failure note with exact source evidence and stop.

## STEP 2 — DISCOVER LATEST SOURCE PAGES
**Goal**: Find the latest relevant disclosure/trade pages for each target.
Primary source domains:

Actions:
1. If no politician is specified by the user, run a recency scan first using `search_tool` to identify pages mentioning newly disclosed congressional trades in the active window.
2. Build a candidate list of politicians from those recency hits and rank by latest disclosure timestamp.
3. Resolve `target_politicians` from this ranked list (top 3), then continue with URL discovery.
4. Use `search_tool` to find candidate URLs for each politician and source domain.
5. Prioritize URLs that clearly show transaction records, filing records, or disclosure entries.
6. Build `source_url_map` keyed by politician.
**Output of Step 2**:
- `source_url_map`
- Source relevance notes (why each URL was selected)
- `recency_selection_notes` (only for default no-name runs)

## STEP 3 — EXTRACT TRADE RECORDS
**Goal**: Extract structured trade rows from selected source URLs.
Actions:
1. Use `web_read_tool` on each URL in `source_url_map`.
2. Extract the following fields for each trade if available:
- Politician full name
- Party, state, chamber/position
- Company name, ticker, exchange
- Transaction type (buy/sell/option)
- Trade date
- Filing date
- Filing delay in days
- Trade amount/range
- Shares (if present)
- Transaction price (if present)
3. Keep only records in the last-7-days window where possible.
4. If date filtering is ambiguous, keep the row and mark `date_confidence = low`.
5. If default no-name run yields zero validated records, trigger the Step 1 window fallback chain and repeat extraction for the expanded window.
Fallbacks:
- If `web_read_tool` fails for a URL, retry by using `search_tool` to find an alternate page for the same source.
- Use `scraper_tool` only as fallback when the target page is structured and web_read/search are insufficient.

**Goal**: Improve data reliability and consistency.
Actions:
1. Deduplicate records by politician + ticker + trade_date + transaction_type.
2. Cross-check each trade against at least one additional source when possible.

- dates to ISO format
- transaction type labels
- amount ranges (store as text + min/max if derivable)
4. Add `confidence_score` per record:
- High: 2+ independent source matches
- Medium: 1 strong source with complete fields
- Low: partial/ambiguous extraction

**Goal**: Evaluate trade outcomes and context.
Actions:
1. For each validated record, use `search_tool` + `web_read_tool` to obtain current price context and notable movement/news.
2. Compute or estimate where possible:
- price change since trade date
- percentage gain/loss since trade
- days elapsed since trade
3. If exact trade price is unavailable, use disclosure range/context and mark assumptions explicitly.
4. Add short company/sector context (1-2 lines per trade) with source references.

## STEP 6 — INSIGHTS SYNTHESIS (MANDATORY DEPTH)
**Goal**: Produce actionable, executive-grade analysis.
Build these sections deterministically:

4. **Performance Snapshot** (best/worst, median, dispersion)
5. **Signal Quality Assessment** (filing delays, data confidence, noise risks)

7. **Risks & Compliance Caveats**
Hard quality rules:
- No section may be left blank.
- If data is missing, include a clear "what is missing + why" note.
- No fabricated values.
- Every key claim must be traceable to extracted source evidence.
- For default no-name runs, final report must include at least one evidence-backed trade unless all fallback windows fail; if all fail, include explicit source-backed failure summary.

## STEP 7 — DETERMINISTIC PDF REPORT GENERATION (CRITICAL)
**Goal**: Produce a **single PDF report** as the primary final deliverable.
Build a structured `report_content` object in memory with these required keys:
- executive_summary
- scope_used
- new_trade_table
- performance_and_context
- data_confidence_and_validation_notes
- research_only_next_actions
- compliance_disclaimer
Deterministic generation flow:
1. Use `python_code_generator_tool` to generate code that:
- Accepts `report_content`
- Renders a clean, readable PDF (reportlab or fpdf2)
- Saves exactly one file named `tradie_trade_report.pdf` in the artifact directory
2. Use `python_code_executor_tool` to execute the generated code.
3. Verify the file exists and store `report_pdf_path`.
4. Return the PDF path in the final response.
Hard rules:
- Generate exactly one PDF per run.
- Do not split content into multiple report files.
- Do not ask for confirmation before generating the PDF.
- If any required section is empty, backfill it from available extracted data and assumptions.
- Do **not** finalize the run unless `tradie_trade_report.pdf` exists.
